About this position
Terms of Reference for the external evaluation of the project "Making the Leeward Green Again: Mobilising Communities in Likamba Area for Livelihood Improvement and Resilience (Phase 2), 2024–2026." RECODA seeks a registered consultancy firm to assess the emerging results and progress toward impact of the project across villages in Arusha and Monduli districts. Findings and recommendations will inform the design of a subsequent project phase.
key responsibilities
What you'll be doing
- Assess the interventions against DAC criteria: relevance, impact, effectiveness, efficiency, coherence and sustainability
- Analyse intermediate results and progress toward the project's long-term impact
- Conduct data collection through documentary review, focus group discussions, key informant interviews, household interviews and field observation
- Propose the sample size and sampling approach across the 4 programme villages plus at least 2 spreading villages
- Capture emerging lessons and best practices from the project
- Deliver an inception report, a debriefing note, a draft report, an online results-sharing session with RECODA and PULS, and a final evaluation report
requirements
What we're looking for
- A registered company/consultancy firm
- Strong methodological experience in external evaluation of agricultural, socio-economic and environmental development programmes
- Mastery of evaluation methodologies for rural development based on DAC criteria
- Good understanding of food systems
- Excellent written and spoken English and Kiswahili
- Knowledge of the RIPAT (Rural Initiatives for Participatory Agricultural Transformation) approach
