Phinias Kasubi is an accomplished Environmental Management, Geospatial Analytics, and Community Livelihoods Professional with extensive experience in project cycle management, field operations, monitoring and evaluation, spatial data analytics, and inclusive rural development across Tanzania. As Project Officer at Research, Community and Organizational Development Associates (RECODA), he coordinates field-level program execution, technical strategy, quality assurance, stakeholder engagement, and results-based management across climate-resilient agriculture, natural resource governance, livestock value chains, and community economic empowerment initiatives.
Phinias brings multi-faceted expertise across the Project Cycle Management continuum, including activity planning, Terms of Reference (ToR) drafting, field execution, risk management, real-time data auditing, monitoring, evaluation, and impact reporting. He has led field teams and community structures across complex development programs covering sustainable agriculture, poultry value chain optimization, climate-smart agriculture, community economic resilience, microfinance integration, disaster risk and vulnerability management, and Gender Equality and Social Inclusion (GESI).
In his current role at RECODA and previous position as THRIVE Field Officer (Assistant Project Officer / Intern) under World Vision Tanzania’s Central Southern Cluster at Kilimatinde Area Programme, Phinias led the rollout of poultry value chain initiatives—including Poultry Mother Units (PMUs) and producer groups—reaching over 2,000 vulnerable households. He pioneered field-level conflict resolution and strategic partnership management between RECODA and World Vision Tanzania, restoring group cohesion among producer groups and securing sustainable market linkages through digital platforms such as e-THRIVE and DreamSave. Additionally, he facilitated community capacity building through Savings for Transformation (S4T) groups, connecting smallholder entrepreneurs to financial services via VisionFund Microfinance Bank, and championed community mindset transformation through the Empowered World View (EWV) methodology.
Prior to his field management roles, Phinias served from 2021 to 2025 as Assistant Researcher and M&E Officer at the National Bureau of Statistics (NBS HQ). During his four-year tenure, he made significant contributions to national statistical operations, serving as a National Trainer and Supervisor for the 2022 National Population and Housing Census. He spearheaded data collection for the landmark 2025 Tanzania Gender and Environmental Survey and managed field data collection for critical economic and socio-economic metrics, including the Consumer Price Index (CPI), Industrial Survey, Employment and Earnings Survey (EES), Agricultural Survey, Tourism Survey, and Productive Social Safety Net (PSSN II / TASAF) evaluations.
Phinias is also a skilled researcher, GIS practitioner, and data systems manager. His core technical competencies include spatial data analysis, Enumeration Area (EA) demarcation, and mapmaking using ArcGIS and QGIS, alongside digital field data collection tools such as KoboToolbox / Kobo Collect, Open Data Kit (ODK), CAPI, MEQA, Tangerine, SPSS, and advanced Excel. He possesses a strong background in Environmental and Social Impact Assessment (ESIA), environmental auditing, climate risk management, and GESI-responsive programming.
He holds a Bachelor of Arts in Geography and Environmental Studies (BA-GES) from the University of Dodoma (UDOM) and holds specialized certifications in practical GIS applications, program evaluation, and national statistical supervision. He has collaborated with major institutional actors, local government authorities, civil society organizations, and international NGOs across Tanzania.
